Establishes a dual enrollment incentive program requiring the state board of education to oversee qualifying examinations and courses that award college credit to high school students in mathematics, English language arts, social studies, and science.

Requires community college district governing boards to maintain lists of qualifying dual enrollment courses and passing grades, and provide these lists to the department of education and joint legislative budget committee by September 1 each year.

Directs the department of education to pay incentive bonuses of $450 per student to schools with 50% or more students eligible for free or reduced-price lunches, and $300 per student to other schools for students who pass qualifying examinations beginning in fiscal year 2017-2018.

Adds a new incentive bonus beginning in fiscal year 2023-2024 of $450 per student for completing qualifying dual enrollment courses with passing grades, limited to schools with 50% or more students eligible for free or reduced-price lunches.

Requires schools receiving bonuses to distribute at least 50% to qualifying teachers and use remaining funds for professional development, student support, examination fees, or instructional materials; requires annual reports to the legislature on student participation and bonus distribution.
