Prohibits the Arizona Department of Corrections from entering into inmate telephone system service contracts that allow the department to receive revenue exceeding its reasonable operating costs for establishing and administering the service.

Specifically bars contracts that include commissions, profit sharing, percentage payments, up-front signing bonuses, or inflated rent payments related to inmate telephone services.

Prevents contracts that require the department to accept unrelated technologies as part of telephone service agreements.
