Amends Arizona Revised Statutes section 39-121.02 regarding public records access and attorney fees.

Prohibits courts from awarding attorney fees to officers or public bodies in public records denial actions, while permitting such awards to persons who substantially prevail.

Clarifies that the prohibition on attorney fees to government entities does not limit parties' rights to recover attorney fees, expenses, and double damages under section 12-349.

Preserves the right of persons wrongfully denied access to public records to pursue damages against the officer or public body responsible for the denial.
