Adds "FRPL" (free or reduced-price lunch) students as a new category in the "Group B" educational funding weight under Arizona school finance law.

Establishes tiered support level weight values for FRPL students ranging from 0.025 to 0.25 based on the percentage of economically eligible students in each school, with higher weights for schools serving more low-income students.

Implements a phase-in period: fiscal year 2022-2023 limits FRPL Group B funding to schools with 96% or more eligible students; fiscal year 2023-2024 reduces threshold to 91% or more.

Modifies the definition of "Group B" in section 15-901 to include students meeting economic eligibility requirements under the national school lunch and child nutrition acts.

Updates the base support level calculation in section 15-943 to incorporate FRPL funding weights as a new funding category in addition to existing special education and other student needs categories.
