Removes the "employee" definition from prostitution law and changes Section 13-3208 to criminalize entering a house of prostitution or engaging a prostitution enterprise for sexual conduct, rather than being employed at such a location.

Adds a new provision in Section 13-3212 prohibiting prosecution of minors who are victims of child prostitution under prostitution statutes.

Exempts minors from prosecution under Section 13-3214 for engaging in prostitution, establishing that the prostitution statute does not apply to minors.

Changes language in Section 13-3212 from "permitting" to "allowing" a minor under one's custody to engage in prostitution in the definition of child sex trafficking.

Adds requirement in Section 13-3214 that city and town ordinances addressing prostitution by minors cannot impose punishments greater than those provided under state law.
