• Requires immobilizing or impounding agencies to prominently display notice in each office clearly stating requirements for vehicle release agreements with spouses or co-owners.

• Adds requirement that written notice of immobilization or storage must include a statement explaining how the owner, owner's spouse, owner's agent, or interested party may retrieve the vehicle under the article.

• Expands the definition of "indicia of ownership" for notice purposes to include certificates of title, manufacturer-issued certificates or statements of origin, and other similar documents.

• Ensures spouse of registered vehicle owner can obtain early release if they sign an agreement stipulating they will not allow unauthorized drivers to operate the vehicle within one year.
