Raises minimum compensation for prisoners engaged in productive work to the state minimum wage prescribed by section 23-363, removing the previous $1.50 per hour cap.

Requires compensation for private prison contracts to be commensurate with the market rate for similar contracts in Arizona, replacing the previous $2.00 per hour requirement.

Establishes new mandatory deduction order for prisoners earning minimum wage or more: 30% for court-ordered dependent care (first priority), followed by dedicated discharge account contributions, lawsuit court costs, transition program funding, and room and board costs.

Credits prisoners earning minimum wage or more with $.50 per hour plus 10% of adjusted balance remaining after mandatory deductions to their spendable account.

Adjusts the transition program fund to collect monies from the reordered mandatory deductions from prisoners not convicted of traffic violations under title 28, chapter 4.
