Establishes the fire incident management fund administered by the state treasurer and consisting of legislative appropriations.

Fund monies shall support hardware and software for a statewide secure incident management platform for fire and law enforcement agencies based on Federal Emergency Management Agency standards.

Platform must include standardized incident command management with defined chain of command, common terminology, and first responder safety protections.

Platform must provide collaboration and communications capabilities including resource tracking, status updates, secure messaging, map and floor plan sharing, and disconnected-mode operation in areas without internet access.

Appropriates $6,100,000 from the state general fund in fiscal year 2022-2023 to the fire incident management fund, exempt from lapsing provisions.
