Establishes the law enforcement Crime Victim Notification Fund to be administered by the state treasurer and funded through legislative appropriations.

Requires software funded by the program to automatically notify crime victims by email or text regarding case updates including report filing, case number, assigned detective, arrests, warrants, prosecution referral, and initial appearance without requiring app downloads or opt-in.

Software must interface with law enforcement systems, allow configurable notification triggers, support multiple languages, include agency branding, and enable victims to check case status online.

Vendors providing the software must have previously deployed solutions for city police departments, sheriff's offices, and prosecutor's offices in Arizona or other states.

Appropriates $3,800,000 from the state general fund in fiscal year 2022-2023 to the crime victim notification fund and $1,400,000 from the consumer protection-consumer fraud revolving fund to the victims' rights fund, with both appropriations exempt from lapsing provisions.
