Repeals Laws 2022, chapter 3, section 4 regarding the filing process for 2022 precinct committeeman candidates.

Allows 2022 precinct committeeman candidates to file nomination papers using either the election precinct designation from before redistricting or the newly designated precinct after redistricting, without regard to legislative district numbers.

Permits petition signers to be qualified residents of either the pre-redistricting or post-redistricting election precinct, with the number of required signatures based on whichever precinct requires fewer signers.

Requires candidates to file nomination papers no later than April 4, 2022, and directs county boards of supervisors to determine the number of precinct committeemen per precinct based on party voter registration as of March 21, 2022.

Makes the act retroactively applicable to March 3, 2022, and declares it an emergency measure effective immediately.
