SB 1728 Summary

• Establishes the Water Infrastructure and Commerce Grant Fund administered by the chief executive officer, funded by legislative appropriations, federal monies, and private donations, to provide grants for water infrastructure design and construction projects.

• Eligibility limited to public service corporations providing water service and employers with more than 250 employees in counties with populations between 400,000 and 1 million persons, with grants allocated and distributed by December 31, 2024.

• Requires the director to establish by December 31, 2024 a direct potable reuse of treated wastewater program with permit fees deposited into the Water Quality Fee Fund.

• Authorizes use of up to $336,000 from the Arizona Water Protection Fund for Department of Water Resources administrative costs and up to $6,531,000 from the Underground Storage Tank Revolving Fund for department administrative costs and sewage remediation in border areas during fiscal year 2022-2023.

• Freezes vehicle emissions testing fees in Area A at fiscal year 2021-2022 levels and allows the Arizona Department of Agriculture to continue, increase, or lower existing fees during fiscal year 2022-2023 with specified revenue limits for three state funds.
