SB 1733 - K-12 Education Summary

• Establishes three adult education and workforce development programs: a Continuing High School and Workforce Training Program ($7,700 per full-time student), an Adult Workforce Diploma Program (performance-based payment up to $1,000 per diploma), and a Community College Adult Education Workforce Development Program (up to $3,000 per full-time student).

• Creates the Code Writers Initiative Program providing competitive grants to introduce computer coding curriculum for Native American students in grades 9-12 and the Invest in Postsecondary Success Program contracting with nonprofit vendors to provide college savings accounts matched at 8:1 and financial capability training.

• Increases base level funding for K-12 schools to $4,775.27 for fiscal year 2022-2023 and adjusts charter school additional assistance amounts; increases special education funding weights including raising DD, ED, MIID, SLD, SLI and OHI support from 0.093 to 0.292; adds FRPL (free/reduced lunch) students as a new funding category.

• Establishes Arizona Empowerment Scholarship Accounts Parent Oversight Committee with six parent members to review program implementation and parental concerns regarding education scholarship accounts.

• Repeals sections 15-952 and 15-994 relating to teacher compensation programs and state equalization assistance property tax rates, and allows school districts to revise budgets through August 1, 2022 to account for legislative K-12 funding changes.
