Proposes an amendment to Article X, Section 5 of the Arizona Constitution relating to the sale of state trust lands.

Replaces fixed minimum prices of three dollars per acre and twenty-five dollars per acre with a requirement that lands be sold for no less than their true appraised value.

Adjusts language to specify that irrigable lands must be sold for no less than their true appraised value based on susceptibility of irrigation.

Updates grammatical language by changing "which" to "that" in describing lands subject to irrigation under federal or other reclamation projects.

Directs the Secretary of State to submit the constitutional amendment to voters at the next general election.
