Proposes an amendment to Article X, Section 4 of the Arizona Constitution regarding the sale or disposal of state trust lands.

Requires all trust lands and their products (leasehold, timber, etc.) be appraised at true value before being offered for sale or disposal.

Prohibits sale or disposal of trust land for less than the appraised value and establishes a minimum price requirement.

Requires any credit sales to be accompanied by adequate security and specifies that legal title does not pass until full consideration is paid.

Directs the Secretary of State to submit this constitutional amendment to voters at the next general election.
