Proposes amendment to Article IX, Section 10 of Arizona Constitution to allow property owners to allocate school district property taxes on their primary residence to a private school in the state.

Maintains existing prohibition on tax revenue or appropriations for churches, private or sectarian schools, and public service corporations, with the private school allocation as a new exception.

Authorizes the legislature to enact implementing legislation permitting the property tax allocation mechanism for private schools.

Requires submission of the proposed constitutional amendment to Arizona voters at the next general election for approval.
