AZ SCR1012

Enacts the "Arizonans for Voter ID Act" as a ballot measure requiring voter approval, amending Arizona election laws to impose voter identification requirements for mail-in ballots.

Requires early voters to provide their date of birth and early voter identification number (Arizona driver license, nonoperating ID, last four digits of Social Security number, or unique identifier) on their ballot affidavit, replacing signature-only verification.

Establishes a cure period allowing voters to correct or confirm missing or inconsistent early voter identification and date of birth information not later than the fifth business day after primary or general elections (third business day for other elections).

Mandates identification requirements at on-site early voting locations and other in-person early voting locations, bringing existing protections under the voter protection act.

Requires the Department of Transportation to waive fees for nonoperating identification licenses issued for voter registration or voting purposes, and allows any qualified elector to sue to enforce the act with recovery of attorney fees if successful.
