Proposes an amendment to Article VII, Section 13 of the Arizona Constitution relating to bond elections and special assessments.

Removes the phrase "real property tax payers, who shall also in all respects be" from the constitutional text regarding who may vote on bond issues.

Replaces "the qualified electors of this State, and of the political subdivisions thereof" with "the qualified electors of this State or of the political subdivision" to clarify voting eligibility language.

Requires the Secretary of State to submit the proposition to voters at the next general election per Article XXI of the Arizona Constitution.
