Proposes amendment to Arizona Constitution Article IX, Section 21 to repeal expenditure limitations on school districts while maintaining limitations for community college districts.

Removes provisions establishing aggregate expenditure limitation for all school districts based on fiscal year 1979-1980 baseline adjusted for student population and cost of living changes.

Eliminates requirement for legislature to approve excess school district expenditures through concurrent resolution by two-thirds vote, and removes voter approval requirement for school district expenditures exceeding established limitations.

Retains expenditure limitation framework for community college districts, including procedures for determining limitations and adjusting for transfers, annexations, and boundary changes.

Applies to fiscal years beginning after June 30, 2023, upon voter approval and Governor's proclamation.
