Proposes constitutional amendment to Article IV, Part 1, Section 1 requiring statewide initiative and referendum signatures to be collected from qualified electors in each legislative district, rather than statewide only.

Changes statewide initiative requirement from 10 percent of qualified electors to 10 percent from each legislative district; changes statewide constitutional amendment initiative requirement from 15 percent to 15 percent from each legislative district.

Modifies referendum requirement from 5 percent of qualified electors statewide to 5 percent from each legislative district for statewide measures.

Requires petition verification to confirm signers are qualified electors of the appropriate legislative district for statewide initiative measures proposing constitutional amendments.

Directs the Secretary of State to submit this proposition to voters at the next general election.
