Reaffirms the Arizona Legislature's plenary power over elections and the appointment of presidential electors as granted by the U.S. Constitution.

Asserts that state legislatures have constitutional authority to manage, control, and administer elections without interference from the federal government.

States that the Elections Clause and constitutional amendments (Fifteenth, Nineteenth, Twenty-fourth, Twenty-sixth) do not diminish the Legislature's core authority over election administration.

Declares the Legislature's authority over appointing presidential electors is plenary and may be exercised by the legislature alone without other normal lawmaking processes.

Opposes any federal government attempts to usurp or interfere with Arizona's state legislative sovereign authority over elections.
