AZ SCR1033

Increases the surcharge on court fines and penalties from 7 percent to 8 percent, with 1 percent of the 8 percent surcharge deposited into a new state supplemental benefit fund.

Establishes a state death benefit of up to $1,000,000 for surviving spouses or dependents of eligible public safety personnel killed in the line of duty, representing the difference between $1,000,000 and any other governmental death benefits received.

Defines eligible persons as police officers, firefighters, emergency medical technicians, correctional officers, border patrol agents, National Guard members, parole/probation officers, and volunteer firefighters who are Arizona residents and U.S. citizens or legally authorized workers.

Caps total payouts at $10,000,000 per incident when multiple eligible persons are killed in the same incident, with payments distributed pro rata if necessary.

Requires submission of this measure to Arizona voters at the next general election for approval.
