Proposes an amendment to Article II of the Arizona Constitution by adding section 38 establishing a constitutional right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate.

Declares that Arizona's public natural resources, including waters, air, flora, fauna, and climate, are common property of all people including present and future generations.

Requires Arizona and its political subdivisions to serve as trustees of these resources and to conserve, protect, and maintain them for the benefit of all people.

Establishes that the environmental rights are inherent, inalienable, and indefeasible, cannot be infringed upon by the state, and are self-executing.

Directs the Secretary of State to submit the proposition to voters at the next general election for approval.
