Repeals sections 15-752, 15-753, 15-754, and 15-755 of Arizona Revised Statutes regarding specific English language education program requirements.

Amends section 15-756 to require schools identify students' primary language and assess English language proficiency, classifying non-proficient students as English language learners without mandating specific program types.

Establishes that all public schools must ensure English language learners receive high-quality education, master English, and access research-based language programs, with parents granted legal standing to sue for enforcement and recover attorney fees and compensatory damages.

Amends section 15-756.01 to require the state board of education adopt research-based and evidence-based models of structured English immersion and alternative English instruction, with minimum daily/weekly English language development hours specified by grade level.

Allows school districts and charter schools to establish dual-language immersion programs for both native and nonnative English speakers and requires solicitation of community input on instructional methods.

Submits this measure to voters at the next general election for approval.
