Ratifies the proposed 28th Amendment to the United States Constitution, originally passed by Congress on March 22, 1972, which guarantees equal rights under law for men and women.

Amendment Section 1 prohibits the United States and any state from denying or abridging equality of rights based on sex.

Amendment Section 2 grants Congress power to enforce the amendment through appropriate legislation.

Amendment Section 3 provides the amendment takes effect two years after ratification.

Directs Arizona's Secretary of State to transmit the ratification resolution to the President of the U.S. Senate and Speaker of the U.S. House of Representatives.
