Proposes constitutional amendment to Article VI, Section 36 of Arizona Constitution regarding the Commission on Appellate Court Appointments.

Expands nonattorney members on the commission from five to ten, appointed by the governor, speaker of the house, minority leader of the house, president of the senate, and minority leader of the senate in alternating turns.

Changes attorney member appointments so the chief justice and governor alternate appointments (rather than governor alone), with chief justice approval required by the senate.

Requires that if a vacancy occurs during a member's term, the entity that originally appointed that member must appoint the replacement, regardless of whose turn it is.

Adds provisions requiring diversity consideration in appointments and that political affiliation not exceed five nonattorney members and three attorney members of the same party.
