AZ SCR1043

Increases the independent redistricting commission from 5 to 9 members, with not more than 3 members from the same political party.

Requires 4 members to reside in the most populous county, 2 in the second most populous county, 2 in different remaining counties, and 1 member to serve as initial chair from any county.

Adds a $500 contribution limit per year to any candidate for elective office as a disqualifying factor for commission membership, adjusted every two years for inflation.

Changes the chair selection process to rotate among commissioners at least monthly after initial appointments until the commission certifies districts to the secretary of state.

Modifies the appointment process to include joint appointments by legislative leaders of the same party and increases quorum and affirmative vote requirements from 3 to 5 commissioners.
