Amends section 30-654 to limit training and experience requirements for radiation source users to no more than what is required by the Centers for Medicare and Medicaid Services.

Makes technical corrections to section 30-654 language regarding radiation standards and information resource usage.

Adds a new exemption to Arizona's Administrative Procedure Act (section 41-1005) allowing the Department of Health Services to adopt rules regulating accredited hospitals without formal rulemaking procedures if the rules reduce regulatory burden, do not increase costs, and allow at least 15 days for public comment.

Designates this act as an emergency measure operative immediately upon enactment.
