Amends Arizona Revised Statutes Section 28-4143 regarding financial responsibility verification for vehicle accident owners.

Authorizes the department to verify insurance coverage for both registered and unregistered vehicles involved in accidents by contacting insurers and applicable parties.

Requires the department to send notice to vehicle owners if no insurance is on file or if an insurer denies coverage, giving owners 30 days to submit evidence of financial responsibility.

Establishes a suspension process for driver licenses and vehicle registrations to take effect 15 days after notice if owners fail to provide valid evidence of financial responsibility or request a hearing.

Exempts vehicle owners from suspension if they can prove the vehicle was sold before the accident occurred.
