Moves the deadline for the Department of Water Resources' annual report to the governor and legislature from July 1 to August 15 each year.

Requires the annual report to include operations relating to dam safety, levee repairs, and other flood control activities, and mandates publication on the department's website.

Appropriates $65,010,000 to the Water Infrastructure Finance Authority of Arizona for water projects including the Gilbert wells project ($27,800,000), Little Colorado River levee reconstruction ($20,000,000), and other infrastructure improvements.

Allocates $3,000,000 in water projects assistance grants to cities, towns, and irrigation districts in Navajo, Apache, Cochise, and Graham counties for professional services and advisory support.

Requires the Department of Water Resources to reduce application fees to no more than $100 for certificates of grandfathered rights and notices of authority to irrigate in areas established after January 1, 2022, exempt from standard rulemaking requirements for one year.
