Appropriates $428,813,700 from the state general fund in fiscal year 2022-2023 to the Public Safety Personnel Retirement System to pay unfunded accrued liability for the Corrections Officer Retirement Plan.

Requires 15 Arizona counties to repay the state $23,968,400 total in annual installments over 10 years (July 1, 2023 through June 30, 2033), with Maricopa County owing $17,112,200 and Pima County owing $2,145,200.

State Treasurer must bill counties by January 15 annually; counties may pay additional amounts to reduce future payments, and may face withholding of state distributions if payment is not made by March 15.

Reduces fiscal year 2023-2024 judiciary appropriations by $10,114,100 across nine probation and court services line items to offset costs.

Section 38-915 is repealed effective June 30, 2034; the measure is designated as an emergency law.
