Amends Arizona Revised Statutes section 9-461.06 regarding municipal general plan adoption procedures and requirements.

Requires municipalities with populations between 2,500 and 10,000 persons whose population growth exceeded 2% annually over the preceding decade to submit new general plans to voters for ratification; allows voluntary voter ratification for cities/towns in this population range with slower growth whose current plans were voter-approved.

Changes election timing requirement for voter ratification from at least 120 days to at least 80 days after governing body adoption of the plan.

Requires municipalities in high noise or accident potential zones of military airports to notify the Attorney General of general plan approvals within three business days and allows the Attorney General 25 days to determine compliance with military airport compatibility standards.

Permits the Attorney General to institute civil action if a municipality reaffirms a general plan the Attorney General determined to be noncompliant with military airport land use compatibility requirements.
