Amends Arizona Revised Statutes section 45-576 regarding certificates of assured water supply for subdivisions in active management areas.

Adds new subsection L requiring persons seeking building permits for six or more residences in unincorporated county areas within active management areas to obtain a certificate of assured water supply from the director before permit approval, unless water service is committed by a designated city, town, or private water company.

Applies the same requirement to residential developments without regard to any proposed lease term for those residences.

Maintains existing exemptions for developments subject to mineral extraction and processing permits or industrial use permits.
