Maintains requirements that contracts go to the lowest and best bidder meeting qualifications (admitted to U.S. mail as second-class matter for at least one year).

Preserves existing exceptions allowing counties to advertise in publications other than the official newspaper when advertising is supplemental, authorized but not required, or statutorily required elsewhere.
