Amends section 15-901.06 of Arizona Revised Statutes to modify requirements for dropout recovery programs offered by school districts and charter schools for eligible high school pupils.

Requires the Department of Education to submit an annual report to the governor, senate president, and house speaker detailing dropout recovery program outcomes, including participant numbers and graduation rates, and to post the report on its website.

Maintains existing requirements for written learning plans, monthly participation tracking, attendance calculations, and standards for program curricula and student supports.

Specifies that eligible pupils are those withdrawn from school for at least 30 days who would qualify for alternative school placement but are not currently enrolled in a district or charter school.

Defines "satisfactory monthly progress" as measurable progress that, if sustained for 12 months, would result in the same academic credit as a traditional full school year, with lower progress requirements permitted for the first two months of participation.
