Amends Arizona Revised Statutes section 49-201 to define dry washes, arroyos, swales, gullies, and rills characterized by low volume, infrequent, or short duration flows as not being waters of the state, WOTUS, or protected surface waters.

Adds section 49-256.03 to explicitly exempt dry washes and similar erosional features from the dredge and fill permit program under Arizona water quality control law.

Clarifies that dry washes and similar features are not subject to federal Clean Water Act jurisdiction (WOTUS) or state water quality permitting requirements.

Applies the exemption to all erosional features meeting the definition of low volume, infrequent, or short duration flows.
