Amends Laws 2022, chapter 309, section 8 to reduce the appropriation for State Route 347 widening design (between Interstate 10 and city of Maricopa) from $19,000,000 to $6,000,000.

Appropriates $13,000,000 from the state highway fund in fiscal year 2022-2023 to the Department of Transportation for distribution to the city of Maricopa for design and construction improvements to State Route 238 or State Route 347, or both.

Requires the Department of Transportation to submit quarterly reports to the joint legislative budget committee staff on projected costs and status of highway projects, including impacts from concrete cost increases.

Exempts appropriations from review by the joint committee on capital review, except that any transfers between projects must be submitted for review by the joint committee on capital review.

Appropriations do not lapse until the purpose has been accomplished or abandoned, or the appropriation stands for a full fiscal year without expenditure or encumbrance.
