Repeals section 15-911, Arizona Revised Statutes, regarding school district expenditure limitations.

Amends section 15-1285 to exempt monies received by school districts and career technical education districts from budgetary, expenditure, or revenue control limits under Arizona Constitution article IX, section 21.

Removes school district provisions from section 41-563 (expenditure limitation determinations by the economic estimates commission) and makes related conforming amendments to sections 12-262, 17-266, 22-117, 42-5010, and 42-5010.01.

Designates transaction privilege tax revenues at six-tenths of one percent as non-local revenues for purposes of constitutional expenditure limitations.

Becomes effective only if the Constitution of Arizona is amended by voter approval at the next general election and applies to fiscal years beginning July 1, 2025; requires three-fourths vote of both legislative houses for enactment.
