Establishes same-day voter registration on election day at polling places for otherwise qualified persons who provide proof of residence.

Allows registration during the 28 days immediately preceding an election for persons who have been county and precinct residents for at least 29 days prior to the election.

Requires same-day and 28-day registrants to vote only by provisional ballot for that election, with regular voting eligibility for elections held at least 29 days after registration.

Limits same-day and 28-day registration voting to federal offices (including presidential electors), statewide and countywide offices, and the legislature, excluding partisan primary elections.

Directs the Secretary of State and county election officers to promptly implement the registration procedures.
