Establishes a three-year innovative assessment pilot program administered by the state board of education during the 2023-2024, 2024-2025, and 2025-2026 school years.

Requires the state board to issue a request for proposals for an innovative assessment provider that can assess English language arts, reading, and mathematics for grades three through nine, with results delivered in a reasonable timeframe for instructional adjustment.

Schools may voluntarily apply to participate; the state board must select a representative sample including rural schools, urban schools, and schools with high percentages of economically disadvantaged students, expanding participation each year.

Appropriates $750,000 for fiscal year 2023-2024, $1,500,000 for fiscal year 2024-2025, and $1,750,000 for fiscal year 2025-2026 from the state general fund.

Requires the state board to submit a report by December 31, 2026 summarizing pilot program results to the governor, legislature, and secretary of state; the program repeals March 31, 2027.
