Allows eligible persons (candidates, county political party chairpersons, or political committee chairpersons) to request written explanations and supporting documentation from county election officers regarding apparent statutory violations, irregularities in precinct results, or inadequate documentation.

Requires county election officers to provide requested explanations and documentation within 20 days, with an option for eligible persons to request additional explanation within 10 days if unsatisfied.

Permits eligible persons to submit written requests to the Secretary of State if dissatisfied with county-level responses regarding election-related inquiries.

Authorizes the Secretary of State to review matters submitted, request additional information from county election officers (who must respond within 30 days), and conduct audits if necessary.

Allows the Secretary of State to assess civil penalties of up to $500 per unresolved finding against county election officers, who must remedy identified issues within 30 days of receiving findings.
