Amends the definition of "housing assistance payment" to include payments made by faith-based organizations, community action agency programs, and nonprofit entities, in addition to government agencies and public housing authorities.

Changes section 33-1371(B) to provide that a landlord's acceptance of a housing assistance payment constitutes acceptance of a partial payment of rent and waiver of the right to terminate the rental agreement for tenant breach related to failure to pay rent for the period covered by that partial payment.

Clarifies in section 33-1310 that the definitions section applies throughout the residential landlord and tenant act unless context otherwise requires.

Makes technical amendments to section 33-1371(A) and (C) regarding partial rent payment agreements and waiver provisions, including clarifying that written agreements must specify a date when the balance is due.
