Allows persons to request written clarification from a licensing agency regarding interpretation or application of statutes, rules, delegation agreements, or substantive policy statements before submitting a license application.

Requires clarification requests to include the requestor's name and address, the specific provision being questioned, relevant facts, the requestor's proposed interpretation, and whether related issues are pending with the agency.

Mandates agencies respond to compliant requests within 30 days with written clarification and provide the requestor an opportunity to meet and discuss the agency's response.

Exempts the Arizona peace officer standards and training board from this clarification process.

Specifies that written clarifications do not constitute appealable agency actions under Arizona Revised Statutes sections 41-1092 or 41-1092.12.
