Amends mobile food vendor regulations to allow operation on private residential property if owner permission is obtained, owner is present during operation, no general public is served, and service hours are limited to 6:00 a.m. to 10:00 p.m.

Caps annual license fees at $150 per fixed location or $150 per mobile food unit for cities and towns.

Prohibits counties from requiring generators to be permanently affixed to mobile food units and eliminates requirement for mobile food vendors to be fingerprinted.

Allows mobile food units to request exemptions from commissary requirements if sufficiently equipped to meet health and safety standards without one.

Requires county health department licensing to occur in the county where the commissary is located or, if no commissary is required, in the county where the mobile food vendor resides.
