Changes the deadline for delivering early ballots in person to 5:00 p.m. on the Friday before election day, rather than 7:00 p.m. on election day.

Requires early ballots delivered by hand to polling places or other voting locations to be received no later than 5:00 p.m. on the Friday before election day, while mail-in ballots may still be received until 7:00 p.m. on election day.

Updates instructions on early ballot envelopes to inform voters of the Friday 5:00 p.m. deadline for in-person delivery and the 7:00 p.m. election day deadline for mailed ballots.

Repeals sections 16-579.01 and 16-579.02, which previously addressed early ballot on-site tabulation procedures.

Removes references throughout the Arizona election code to on-site tabulation of early ballots at polling places, consolidating early ballot processing procedures.
