Removes the automatic suspension of voting rights for individuals convicted of felonies, making voting rights suspension no longer a consequence of felony conviction under Arizona law.

Establishes interim election officer certificates that can be issued before August 1 of a general election year to supplement regular certification requirements.

Creates a system for credentialing international observers to observe elections for statewide ballot measures, federal/statewide offices, and legislative races, with lists provided to county recorders.

Requires electronic pollbooks to comply with hardware and software standards including minimum physical security requirements and encryption/audit log specifications.

Appropriates $100,000 for fiscal years 2023-2024 and 2024-2025 to provide risk-limiting audit grants to election officers, with an exemption allowing risk-limiting audits instead of hand count audits for the 2024 general election.
