Amends Arizona Revised Statutes Section 16-1005 regarding ballot abuse crimes and penalties.

Repeals the prohibition on knowingly collecting voted or unvoted early ballots from another person (previously a class 6 felony).

Removes exceptions that previously allowed family members, household members, and caregivers to collect early ballots without violating the law.

Maintains class 5 felony penalties for offering consideration to acquire ballots, receiving consideration for ballots, possessing ballots with intent to sell, and unlawfully soliciting ballot collection.

Maintains class 4 felony penalty for pattern of ballot fraud involving offering or providing consideration to three or more persons to acquire voted or unvoted ballots.
