Authorizes county boards of supervisors to establish voting centers where any county voter can cast a ballot after presenting identification, in place of or in addition to traditional polling places.

Creates new voting center election board structure with inspectors, marshals, judges, and clerks appointed by the board of supervisors, with representation from different political parties and ability to hire shift workers.

Allows minors aged 16 or older to serve as voting center election board clerks if they are U.S. citizens, supervised by trained adults, and have written parental permission; schools cannot penalize absences for this service.

Permits county recorders to establish and modify early voting locations with board of supervisors authorization, and allows operation during the three-day period immediately before election day if precinct materials can be timely revised.

Modifies provisions for replacement ballots and provisional ballot procedures to allow voters to correct registration information and vote provisional ballots when registration cannot be immediately verified.
