Requires county recorders to keep early voting locations open until 7:00 p.m. on Saturday, Sunday, and Monday immediately preceding election day.

Mandates that on-site early voting locations at recorder's offices be open beginning the same day the county starts sending out early ballots.

Allows county recorders to establish additional early voting locations beyond the recorder's office as deemed necessary.

Permits qualified electors to update voter registration information at any on-site early voting location.
