Repeals sections 19-102.01 and 19-111.01 of Arizona Revised Statutes and creates a new section 19-111.01 allowing political committees to submit proposed ballot measure descriptions to the Attorney General for approval before filing initiative or referendum petitions.

Requires the Attorney General to approve or reject submitted descriptions within ten days, with reasons provided for rejections; allows challengers ten days after approval to file challenges in superior court.

Modifies circulator registration requirements for statewide initiative and referendum measures, including disqualification criteria for those with prior penalties, felony convictions, or fraud-related offenses.

Amends ballot format requirements to require the Secretary of State and Attorney General to post approved impartial summaries on their websites at least thirty days before ballots are printed and to provide copies to the committees that filed the measures.

Declares legislative intent to restore the people's reserved powers to legislate through initiative and referendum as guaranteed by the Arizona Constitution.
