Establishes the medical services purchase program study committee with 13 members including legislators, state agency officials, and representatives from business, healthcare, and patient advocacy organizations.

Committee shall research and make recommendations for establishing a medical services purchase program, focusing on the feasibility of allowing individuals to access insurance coverage through Arizona's existing Medicaid program.

Committee is authorized to hold public hearings, conduct fact-finding tours, and take testimony from witnesses to fulfill its responsibilities.

Committee must submit a report with findings and recommendations to the governor, president of the senate, and speaker of the house by March 1, 2024.

Committee is repealed effective June 30, 2024.
